Furthermore, what separates you from other candidates and makes you an asset compared to other applicants? 6 Million. That's how many traffic accidents happen per year. 1.3 million people die on average from those 6 million traffic accidents. Traffic accidents take more lives than smoking. Traffic accidents take more lives than cancer. My father was a state trooper, and my mother was a police dispatcher. When I was 11 years old, I was involved in a car accident with a drunk driver. That was the last time I spoke to my parents. What separates me from other candidates and makes me an asset is that I want this job not for myself, but to make sure other children don't have to grow up without a mother and father like I did. I want to make sure that the people who have the power to ruin other people's lives never get the opportunity to exercise that power. I'm not prior experienced, and I never had the opportunity to learn about the job from my father, but maybe his outstanding service as a Trooper can speak on my behalf as it will show that my family has a true and deep respect and dedication to our service. In your own words, explain what differentiates state law enforcement from local law enforcement, including jurisdictional concerns, and what duties you will expect to perform in the San Andreas Highway Patrol. Additionally, what other qualities do you believe sets the Highway Patrol apart from other agencies that operate in and around Lucid City? Agencies operate off jurisdictions. Local law enforcement focus on their respective cities / counties. State agencies focus on state-wide investigations and assist local police in matters that may extend beyond the local agency's jurisdiction. This is to ensure proper transition between agencies and make sure there are no hiccups that may hinder an investigation due to local police limitations. State agencies also conduct highway patrols. What is your priority in a situation - preservation of life (including a potential hostage situation) or catching those involved? Why? My priority is the preservation of life. The hardest thing for me to live with was the loss of my parents life. If the person who was responsible for taking their life felt the same way I do about preserving life rather than satisfying their personal emotional needs, maybe I would still be able to speak to my parents. Everyone is important to somebody. I would never justify allowing a life to be lost because of my negligence. While on patrol as a base-rank Trooper, you find yourself having a few negative run-ins with a Corporal after a minor issue on-duty that you felt was resolved. You feel that your disagreement with them goes beyond professional levels and that perhaps this corporal has a personal issue with you. How would you proceed in dealing with this issue, knowing that a Corporal is a supervisor-in-training and a superior rank to you? The direct approach is the first step that one should take in conflict resolution. Something that may be a simple misunderstanding or miscommunication can be resolved by approaching the Corporal directly. No need to stir up the pot and try to get people in trouble if it isn't needed. Once you two are on the same page, if the problem persists, then utilize the supervisor open door policy and bring the concern up. While on patrol as a Trooper, you respond to a pursuit of armed felons that just committed a murder. You strike a civilian vehicle in the pursuit. Neither vehicle is disabled and there are no injuries. How do you proceed? You should never disregard the safety of others. This could also lead to a lawsuit. In the event there are other officers in the pursuit, I would take a short statement from the civilians, give them my name and badge number, State Police insurance card, and the office clerk's phone number. Once the information exchange is complete, I would continue the pursuit. If there are no other officers responding, I would proceed with the chase. These are armed and dangerous felons. They could hurt or kill more people. It is priority to apprehend these individuals. The civilian who was in an accident can take it upon themselves to find the solution for insurance by calling the police non-emergency number and explaining the situation. Dispatch will be able to locate the details of this accident, as the responding officer usually would have called to dispatch that they struck a civilian vehicle during the chase. While on patrol as a Trooper, you respond and arrive on-scene at a bank robbery at the Fleeca Bank on Great Ocean Highway. While setting up a perimeter and beginning to negotiate with the suspects inside, you receive notification of a panic alarm being activated from an LCPD officer. How would you respond? I would continue to negotiate with the suspects inside of the bank. Officers and Troopers have to remain focused and trust Dispatch to send other officers to the panic alarm. If every officer shifted focus so easily, more harm will come than good. Assuming that you need to respond immediately is not smart. You could arrive to the panic alarm to find that other officers have already come to help, or that the officer ended up resolving the situation by him or herself. Now you just let bank robbers escape freely. While on patrol as a Trooper, you respond to a call of suspicious activity - possible narcotics trafficking - in the vicinity of Grove Street. You observe a heavily tinted vehicle exiting the scene as you arrive and decide to pull the vehicle over for a traffic stop. Potentially citing case law as well as reasonable suspicion and probable cause, what are you empowered to do, and what would you do to investigate? Additionally, if the vehicle were to flee immediately upon sight of you, how would that change things? This is called a Terry Stop, known by the US Supreme Court ruling in Terry vs. Ohio. It ruled that due to the suspicious and coincidental nature of the individual's appearance, an officer's reasonable suspicion does not violate their Fourth Amendment Right protecting them from unreasonable search and seizure. I would conduct the traffic stop, inquire about the individuals window tint and whereabouts, then ask the individual to step out of the vehicle while I conduct a search of the individual's person and vehicle. If the vehicle were to flee immediately upon sighting me, I would now have to engage in a vehicle pursuit. I would request back up and pursue the vehicle.
