  1. What is your character name? Benjamin Poindexter What is your Discord username? Damon#1369 Why do you wish to join the San Andreas Highway Patrol? Furthermore, what separates you from other candidates and makes you an asset compared to other applicants? For a variety of reasons, including expanding my character overall and gaining new role-playing experiences, I want to join the San Andreas Highway Patrol. I'm really eager to get involved in policing and law enforcement RP. I really enjoy our city's justice divisions and policies. I believe that joining the SAHP would be wonderful for both myself and the community since it would enable me to build more relationships and connections with people I might not have encountered on the crime or my lawyer side of the city. I would have greater responsibilities in Lucid as a whole if I become a law enforcement officer, allowing me to spend more time developing my RP options. Also I can boost my reputation overall since, at the end of the day, people live in the city to have fun, and I think the SAHP would provide me the tools I need to do that while also introducing new ways of creating experiences of the city. Due to my extensive time spent in the city, and my Lawyer experience I am fairly familiar with the standard operating procedures and expectations from a Trooper and Law Enforcement as a whole. I believe that these qualities would set me apart from the bulk of other candidates. What separates me from other candidates is that I am already very familiar with the law. I'm not sure if I should mention my other characters or not but I am a public defender who has lived and has been for a long while I know what it's like on both sides of the prison system. Other than that I have loyalty and high activity to my city and I hope I can do great with the other side of the justice system and have a challenge with SAHP. In your own words, explain what differentiates state law enforcement from local law enforcement, including jurisdictional concerns, and what duties you will expect to perform in the San Andreas Highway Patrol. Additionally, what other qualities do you believe sets the Highway Patrol apart from other agencies that operate in and around Lucid City? Agencies don't work within jurisdictions. Local police departments concentrate on their particular counties and cities. State agencies concentrate on statewide investigations and support local police in situations that might fall outside the purview of the local agency. This is done to facilitate smooth agency transitions and prevent any delays that could prevent an investigation from moving further because of restrictions on local police operations. Highway patrols are also done by state organizations. With the employment of high-speed pursuit vehicles and more specialized techniques, San Andreas Highway Patrol Officers have a distinct rationale in the city compared to other agencies like the Sheriff's Officer or LCPD, largely consisting of the Highway and Freeways. Because SAHP patrols, concentrates, and combats crime in the northern areas of the city, including the highways leading farther north and protecting more of all the major and non major northern cities, I understand SAHP is distinct from regular PD. If a bank were to be robbed in Sandy or Paleto, SAHP would likely be the first responders. However, if a bank were to be robbed in Vangelico or a fleeca in the city, LSPD would probably be the first responders. I believe that SAHP differs from other law enforcement agencies through the positive personalities that each member of the force possesses while also maintaining seriousness when necessary. It's just all around checks and balances for different parts of Lucid City. What is your priority in a situation - preservation of life (including a potential hostage situation) or catching those involved? Why? The preservation of life is my first priority. Everyone matters to someone. I could never rationalize letting someone's life be lost as a result of my carelessness. Life protection should always take precedence above all other considerations. There will always be another opportunity to apprehend a criminal, but there will never be another chance to save any lost lives. It's crucial for law enforcement officials to remember that the first goal is and should always be releasing the hostage in the safest manner possible, especially in hostage situations. While on patrol as a base-rank Trooper, you find yourself having a few negative run-ins with a Corporal after a minor issue on-duty that you felt was resolved. You feel that your disagreement with them goes beyond professional levels and that perhaps this corporal has a personal issue with you. How would you proceed in dealing with this issue, knowing that a Corporal is a supervisor-in-training and a superior rank to you? The initial step in dispute resolution should always be the direct approach. By speaking with the Corporal directly, you may clear up any issues that might be caused by a simple misunderstanding or a breakdown in communication. If it's not necessary, there's no need to stir things up and try to get people into trouble. Once both of you are on the same page, if the issue still exists, use the supervisor's open door policy to address it. If a Corporal and I had a problem that went beyond the bounds of professionalism, it is likely that I would be higher up the chain of command. This would guarantee that the circumstance is handled appropriately, maintaining the chain of command, and being appropriate. While on patrol as a Trooper, you respond to a pursuit of armed felons that just committed a murder. You strike a civilian vehicle in the pursuit. Neither vehicle is disabled and there are no injuries. How do you proceed? Never take other people's safety for granted. This might also result in legal action. I would collect a brief statement from the bystanders, provide them with my name, badge number, State Police insurance card, and the office clerk's contact information in the case that other law enforcement personnel were involved in the pursuit. After the information has been exchanged, I will carry on my search. I would continue the chase if no additional officers come to the scene. These criminals are armed and dangerous. They might cause further harm or death. It is important to find these people as soon as possible. By calling the police non-emergency number and explaining the circumstances, a civilian who has been in an accident might take it upon themselves to find an insurance solution. As the responding officer would typically have called dispatch to report hitting a civilian vehicle during the pursuit, dispatch will be able to find out more information about this collision. If there are other cops involved in the pursuit, I would try to offer the civilian my to use my badge number so they could get in touch with me after the current situation was finished and I could help with the reimbursement for the vehicle's damages. If I were the only person in the pursuit, I would regrettably have to apologize and carry on if there were no obvious wounds or damage. While on patrol as a Trooper, you respond and arrive on-scene at a bank robbery at the Fleeca Bank on Great Ocean Highway. While setting up a perimeter and beginning to negotiate with the suspects inside, you receive notification of a panic alarm being activated from an LCPD officer. How would you respond? The suspects and I would continue to bargain inside the bank. Cops and Troopers must maintain concentration and have faith that Dispatch will dispatch additional officers to the panic alarm. If every officer could so readily change their focus, more harm than good would result. It's not a good idea to assume you must answer right away. When you respond to the panic alarm, you might discover that other cops have already responded to the call for assistance or that the officer ultimately handled the matter on their own. Now you simply allow bank robbers to flee unhindered. If the scenario came where there were already plenty of cops on at the bank and with a lot of units arrive at the scene of the panic. If there are several units on the scene of the bank, some would need to disperse to deal with the panic while others would stay put. This strongly depends on the current situation because both the bank heist and the panic can cause fatalities. While on patrol as a Trooper, you respond to a call of suspicious activity - possible narcotics trafficking - in the vicinity of Grove Street. You observe a heavily tinted vehicle exiting the scene as you arrive and decide to pull the vehicle over for a traffic stop. Potentially citing case law as well as reasonable suspicion and probable cause, what are you empowered to do, and what would you do to investigate? Additionally, if the vehicle were to flee immediately upon sight of you, how would that change things? This Terry Stop, made famous by the US Supreme Court decision in Terry v. Ohio, is something I learned about in my criminal justice class. According to the court's decision, an officer's reasonable suspicion does not breach the person's Fourth Amendment right to be free from arbitrary search and seizure because of the individual's suspicious and coincidental nature of appearance. I would conduct the traffic stop, ask the driver about the window tint and their whereabouts, and then ask them to get out of the car while I searched both their person and the car. I would now have to start a vehicle pursuit if the car sped away the moment it saw me. I would ask for a second chance and go after the car. Due to the suspect fleeing the scene, I would start pursuing them with lights and sirens, and I would also ask for some extra units to assist me. If the suspects pulled over or their car became disabled during the pursuit because they were evading cops, I would have the authority to search them because they had fled the scene.
