  1. What is your character name? Andrew Smith What is your Discord username? hvrts#0001 Why do you wish to join the San Andreas Highway Patrol? Furthermore, what separates you from other candidates and makes you an asset compared to other applicants? I chose SAHP because I feel like I would be useful to the department. I think I would get along very well with the rest of the community and department members. I also notice a lot of things that fly under the radar when it comes to PD, and as SAHP, I would make it my priority to fix them. I mostly want to become apart of the SAHP team to really be with the server as it continues to expand and grow. I am eager to keep the city clean, or any people safe during their time in Lucid. I also want to become SAHP as I enjoy socializing within the community. I would love to further expand my communications, as well as start assisting these people in the city. I want everyone to have a good time on the server, and I would love to contribute to that environment. Not only that, but I want to make sure everyone has a safe time. As a long time member of this community, I have seen far too many instances of people not being able to feel safe. One of the main reasons I want to become SAHP is because as a player, I feel like I have a different perspective on what needs attention from the SAHP department specifically. Such as desk duty, I personally have sat waiting for support at the front desk and it took a LONG time to finally get a response. If accepted, I would make sure that this is no longer a problem with the SAHP department. I truly know the struggle that players face by waiting in there for hours, as I experience it first hand. I want to change the server in these small, yet positive ways. I want to make a contribution to the community even if it is something as small and minor as this. In your own words, explain what differentiates state law enforcement from local law enforcement, including jurisdictional concerns, and what duties you will expect to perform in the San Andreas Highway Patrol. Additionally, what other qualities do you believe sets the Highway Patrol apart from other agencies that operate in and around Lucid City? The difference between state law enforcement, and local law enforcement is that SAHP, being statewide, patrols all the highways, including lucid city, and blaine county. While Local law enforcement, only sticks to Lucid City, or upstate, while SAHP is practically all around the borders. The duties I expect to perform while apart of the SAHP include but are not limited to: traffic stops, speed violations, active vehicle pursuits, etc. Some qualities I believe that set the SAHP apart from the other agencies would be their jurisdiction, and structure. What is your priority in a situation - preservation of life (including a potential hostage situation) or catching those involved? Why? My priority in a situation regarding my life, or a hostages, would always be the life of the hostage. Catching such individuals can be done at any time, a life cannot be given back. While on patrol as a base-rank Trooper, you find yourself having a few negative run-ins with a Corporal after a minor issue on-duty that you felt was resolved. You feel that your disagreement with them goes beyond professional levels and that perhaps this corporal has a personal issue with you. How would you proceed in dealing with this issue, knowing that a Corporal is a supervisor-in-training and a superior rank to you? If another officer has a disagreement with me, and it escalates to the point which I believe its on a personal level, I would then report it to either the HR department, or the internal affairs agency. I would make sure not to jump the chain of command, and I would understand they are superior to me. While on patrol as a Trooper, you respond to a pursuit of armed felons that just committed a murder. You strike a civilian vehicle in the pursuit. Neither vehicle is disabled and there are no injuries. How do you proceed? In an active pursuit, no matter the situation, if I were to hit any other vehicle I would make sure to instantly stop, and check on the individual(s), after making sure they are not injured, I would continue to chase in the pursuit considering my vehicle hasn't received any serious damages. I would also make sure to dispatch that the person from the civilian vehicle is okay. While on patrol as a Trooper, you respond and arrive on-scene at a bank robbery at the Fleeca Bank on Great Ocean Highway. While setting up a perimeter and beginning to negotiate with the suspects inside, you receive notification of a panic alarm being activated from an LCPD officer. How would you respond? No matter the situation, I would make sure to instantly report to any panic alarm, no matter where I am at, or what I am doing. While on patrol as a Trooper, you respond to a call of suspicious activity - possible narcotics trafficking - in the vicinity of Grove Street. You observe a heavily tinted vehicle exiting the scene as you arrive and decide to pull the vehicle over for a traffic stop. Potentially citing case law as well as reasonable suspicion and probable cause, what are you empowered to do, and what would you do to investigate? Additionally, if the vehicle were to flee immediately upon sight of you, how would that change things? I would attempt a traffic stop on the said vehicle, my reason being I have reasonable suspicion to pull them over and further my investigation. I would then attempt to speak to them about it, explain I had a call about suspicious activity over here, and I would explain they are looking suspicious. Them being the only vehicle in the area at the time, I would explain this to them, and attempt to ask them to step out the vehicle, to then temporarily detain them, while I conduct a search on their vehicle and them. In a traffic stop in such situation, I would first check for possible gang colors, check the amount of occupants in the vehicle if visible. I am empowered to ask them to step out, search them and the vehicle, because of probable cause. If the vehicle were to flee immediately upon sight of me, that would change things as I would continue into a pursuit, and radio for additionals.
