They expanded their criminal activities to include extortion, money laundering, and arms dealing, and their influence extended well beyond the borders of their neighborhood. Despite their criminal activities, The Apex Syndicate had a code of honor that they lived by. They never targeted innocent civilians, and they made sure that their criminal activities didn't negatively impact the community they served. They also had a strict policy of never cooperating with law enforcement, which earned them the respect and fear of the authorities. After years of dominating the criminal underworld in London, Tom Walker decided it was time to expand his empire. He saw an opportunity to expand into Lucid City, a bustling metropolis known for its thriving community and criminal underworld. Tom sent his brother, Andy Walker to Lucid City to begin laying the groundwork for the expansion. They quickly established connections with local crime bosses and began building a network of loyal followers. Despite their success in Lucid City, Tom Walker never lost sight of the importance of maintaining a code of honor.
