Whitelist server is on a different website which you can find in the discord, for the standard server you dont need to be whitelisted unless you are looking for a whitelisted job like PD or EMS.

Application will be checked and verified on the website for your whitelist apps, it'll appear in your notifications.

There is two different servers, the standard and whitelist one. To get whitelisted for that whitelist server you can find the steps in the discord which will require you to do an application. The standard one you can just start up and play how you wish.
