Maybe try verifying game files and if that doesn't work give GTA a full delete and re-install. See if that helps.

IT doesn't mention you being too young, it mentions your Discord account being too young.

As SkeedJB said, you'll want to start free lancing for now, get your name out there and then approach gov to apply for an actual business.
