  1. What is your character name? Donny Bellz What is your Discord username? Donny Shiesty#6878 Why do you wish to join the San Andreas Highway Patrol? Furthermore, what separates you from other candidates and makes you an asset compared to other applicants? The reason why I would like to join SAHP is to learn and to further my rp into Lucid City, The things that separate me from other candidates is that my work ethics are beyond, I am always willing to work harder to improve as a person and not only that as an officer. I am beyond open to criticism because at the end of the day its to improve yourself and people who criticize you in a good way is due them wanting to see you improve. Criticism helps point out mistakes that you may not see in your own shoes which a lot of people take it in a different manner that it should be taken. I think that I would fit in perfectly with the team here to make an immediate impact due to my skills and the standard I hold myself to. In your own words, explain what differentiates state law enforcement from local law enforcement, including jurisdictional concerns, and what duties you will expect to perform in the San Andreas Highway Patrol. Additionally, what other qualities do you believe sets the Highway Patrol apart from other agencies that operate in and around Lucid City? As with any law enforcement agencies here in the United States, we have Local, State and Federal agencies each with their own responsibilities and jurisdictions. The San Andreas State Police differs from the Lucid City Police Department in the same way, such that while LCPD has a jurisdiction within the city limits, SASP's jurisdiction covers the entire "State" of San Andreas. While LCPD is responsible for patrolling, enforcing laws and conducting investigations within city limits, the responsibilities of the SASP range from patrolling and enforcing traffic laws on state highways, to more in-depth and complex investigations in joint task force operations that assist local and federal authorities that need the assistance of a police force with state powers. What is your priority in a situation - preservation of life (including a potential hostage situation) or catching those involved? Why? The sanctity of human life should be at the heart of everything an agency does! Sanctity of life is, or should be, important to law enforcement officers already and the first priority in a situation of preservation of life would be to get everyone out alive and safe including the suspect unless lethal force is needed. POL is very important to understand because those are human life's that we need to protect and take accountability for while realizing that not only ourselves need to get out safe but everyone in the situation needs to get out safe While on patrol as a base-rank Trooper, you find yourself having a few negative run-ins with a Corporal after a minor issue on-duty that you felt was resolved. You feel that your disagreement with them goes beyond professional levels and that perhaps this corporal has a personal issue with you. How would you proceed in dealing with this issue, knowing that a Corporal is a supervisor-in-training and a superior rank to you? All in the end of the day we are all a team and we are all here for each other. Despite the situation all the anger you have it is not worth to argue over a minor issue you have with anyone ! The most that I would do is have a personal conversation and talk to them from my perspective as well as there perspective because I will always put my self in the other persons shoes to see where they are coming from and understand there point of view. Especially being a superior a lot of things fall on you if things on the field go wrong with other officers. They are there to correct your mistakes while helping you improve yourself. While on patrol as a Trooper, you respond to a pursuit of armed felons that just committed a murder. You strike a civilian vehicle in the pursuit. Neither vehicle is disabled and there are no injuries. How do you proceed? I would call it in saying that I have seen a car in a shooting and call it in for back up but at the same time I would chase the car that was involved in the shooting until they pull of to the side of the road or there car breaks down then I would get out of the car and try my best to get them into cuff and back to the station for questioning. While on patrol as a Trooper, you respond and arrive on-scene at a bank robbery at the Fleeca Bank on Great Ocean Highway. While setting up a perimeter and beginning to negotiate with the suspects inside, you receive notification of a panic alarm being activated from an LCPD officer. How would you respond? I would have to leave the scene and work my way over to the to the officer that has pushed there panic button and see what has happen at the sense but before approaching the area I would look around to make sure there isn't anything around that would put me in harms way, after the scene is clean I work work on getting the officer help. While on patrol as a Trooper, you respond to a call of suspicious activity - possible narcotics trafficking - in the vicinity of Grove Street. You observe a heavily tinted vehicle exiting the scene as you arrive and decide to pull the vehicle over for a traffic stop. Potentially citing case law as well as reasonable suspicion and probable cause, what are you empowered to do, and what would you do to investigate? Additionally, if the vehicle were to flee immediately upon sight of you, how would that change things? While I am on patrol and I receive a call to possible narcotics trafficking in the vicinity of grove street, I would first pull the vehicle over for a vehicle violation which would be tinted windows. That would be the reasoning as to why they are getting pulled over. I would inform that they need to role down the windows while observing the inside of the vehicle to see if there is any probable cause as to if I could detain them for probable cause inside the vehicle. If they do not comply with my orders I would let them know that they need to role down the windows due to my safety of me not knowing what is behind those tinted windows as I can not see through the dark glass. I would let them know that we received a call of possible narcotic trafficking and that there vehicle fit the description as long as the caller stated the vehicle description and they are being pulled over for not only window tint but that their vehicle also matches the description the vehicle near the area. I would ask them for consent to search the vehicle as long as they are complying and don't flee the scene before me getting to this point. If they refuse to let me search the vehicle I would request a K9 unit to do a sniff search if the K9 alerts we now how probable cause to pull the potential suspect out of the vehicle and search the vehicle. This would allow us to detain them while ensuring our safety while conducting a search of them and their vehicle. If they don't have any narcotics they will be let off with a simple vehicle violation which would be tinted windows and inform that this is a high narcotic trafficking area as long as they complied the entire time and did not resist during the situation. Do you agree not to ask staff members and/or command staff to look at this application? Yes
