Where to apply for starting a business in Lucid City?

I’m looking to start an official business in Lucid city and can’t find anything on where to go to contact anyone or even get requirements go get started. Can anyone give me some info on how this is done?

Business applications will open up once there’s a business available that has no owners. If it is something that hasn’t been thought of yet, best bet is preparing and posting a detailed business plan here. By detailed I mean detailed.
