  3. What is your character name? Brad Taylor What is your Discord username? MrTaylor#0970 Why do you wish to join the San Andreas Highway Patrol? Furthermore, what separates you from other candidates and makes you an asset compared to other applicants? I like that the SAHP has authority/jurisdiction across the entire state. They are there to support the other agencies (LCPD/BCSO) but also making sure that our highways and interconnects are safe. I think I'm separated from other candidates because I have been a member of the WL LCPD for the past 6 months or so and am currently at the rank of Sergeant there. I took a break from this city but am now getting plugged back in and hoping to get involved more. To be clear--I'm not looking to transfer but to help this city out additionally and give back. In your own words, explain what differentiates state law enforcement from local law enforcement, including jurisdictional concerns, and what duties you will expect to perform in the San Andreas Highway Patrol. Additionally, what other qualities do you believe sets the Highway Patrol apart from other agencies that operate in and around Lucid City? State Law Enforcement is more concerned about the big picture. We have jurisdiction all over the state. While we can defer to the local/cognizant jurisdiction for matters we are able to assist and support all other departments in the state. I'm not 100% sure what unique subdivisions SAHP has but I have some good experience in Air/Sea Operations as well as Criminal Investigations and SWAT and would be interested in getting involved in those areas. I think one of the main things that sets the SAHP apart is that the uniforms are way cooler. What is your priority in a situation - preservation of life (including a potential hostage situation) or catching those involved? Why? Absolutely preservation of life and property. Stupid criminals will always be stupid criminals--there will be more opportunities to nab them in the future. You always want to make sure that you can get a hostage our innocent civilians out of a situation safely. While on patrol as a base-rank Trooper, you find yourself having a few negative run-ins with a Corporal after a minor issue on-duty that you felt was resolved. You feel that your disagreement with them goes beyond professional levels and that perhaps this corporal has a personal issue with you. How would you proceed in dealing with this issue, knowing that a Corporal is a supervisor-in-training and a superior rank to you? I would address it first with the Corporal directly. I would want to ask them if we are good or if there is anything they would like to discuss and get out of the way. If they say that we're good but we keep having issues, I would go to my next in command between myself (preferably someone that may have a better relationship with the Corporal) and the Corporal and get advice. If nothing works and we still have issues of maintaining a professional relationship I would be forced to involve the Corporal's chain of command such as a Sergeant to see if they would be willing to mediate a meeting between us so I can have command support to squash this beef. While on patrol as a Trooper, you respond to a pursuit of armed felons that just committed a murder. You strike a civilian vehicle in the pursuit. Neither vehicle is disabled and there are no injuries. How do you proceed? I would quickly tell the civilian to call the station or come by if they'd like to make a claim for damages or have them stay there if they want and I'll come back when the pursuit has terminated. While on patrol as a Trooper, you respond and arrive on-scene at a bank robbery at the Fleeca Bank on Great Ocean Highway. While setting up a perimeter and beginning to negotiate with the suspects inside, you receive notification of a panic alarm being activated from an LCPD officer. How would you respond? If I am alone on duty then I would be forced to answer the panic alarm and leave the scene. If there are others on duty that can respond I will wait and stall the robbers' negotiations if possible while the panic alarm is cleared and I'm able to get back up to my Fleeca. While on patrol as a Trooper, you respond to a call of suspicious activity - possible narcotics trafficking - in the vicinity of Grove Street. You observe a heavily tinted vehicle exiting the scene as you arrive and decide to pull the vehicle over for a traffic stop. Potentially citing case law as well as reasonable suspicion and probable cause, what are you empowered to do, and what would you do to investigate? Additionally, if the vehicle were to flee immediately upon sight of you, how would that change things? A vehicle looking suspicious or stereotypical doesn't give me reasonable suspicion that they have committed a crime. My traffic stop could stem from the suspicion that the vehicle's tint is too dark and in violation. I would then conduct a normal traffic stop and if there are no other indications of any wrongdoing they would be free to go. On the other hand, if the vehicle immediately refuses to stop and flees then that would give instant probable cause that a crime has been committed. Depending on the severity of the chase I could immediately detain those in the vehicle and investigate. Do you agree not to ask staff members and/or command staff to look at this application? Yes
